Cheapest places to buy cosmetics in Tokyo
Drugstore skincare is the reason most visitors shop in Tokyo, and the trap is buying the first bottle in Shinjuku or Shibuya without a second price. Use this split by budget, then fit the stops into a day.
| Where | Price segment | What to buy |
|---|---|---|
| Don Quijote and Sundrug | Budget | Hada Labo, Canmake, Cezanne, and late-night basics |
| Matsumoto Kiyoshi outside the tourist core | Best everyday value | Wide skincare and makeup, tax-free counter — compare before buying in Shinjuku or Shibuya |
| @cosme TOKYO | Try, then compare | Rankings and testers in Harajuku; buy the same SKU cheaper at a drugstore |
| Isetan Shinjuku and Ginza department stores | Premium | Shiseido, SK-II, SUQQU counters when you want a brand consultation |
Pair the loop with lunch from our Japan and Korea food guide. A Japan eSIM helps you open store locators and compare a price while you are still in the aisle. Heading to Seoul as well? The Korean cosmetics shopping guide covers Olive Young and tax refund there.
Where to buy Japanese cosmetics in Tokyo
Shinjuku is the practical first stop: Matsumoto Kiyoshi Shinjuku Higashiguchi (3-22-6 Shinjuku) and Don Quijote Kabukicho (1-16-5 Kabukicho) sit a short walk from the east exit. Convenient, and often priced for visitors.
Shibuya has MEGA Don Quijote at 28-6 Udagawacho, open around the clock. Harajuku is where you test: @cosme TOKYO at 1-14-27 Jingumae, a minute from Harajuku Station. Omotesando boutiques next door are for niche skincare, not the drugstore price.
Ginza is the brand floor — department-store counters, plus Don Quijote Ginza (8-10 Ginza, Ginza Nine No. 3) if you still want a discount store after those floors. You do not need an Osaka hop only for cosmetics: Tokyo has the wider range, and tax-free rules are national.
Ready-made days with shopping built in: 3 days in Tokyo on a budget and 3 days in Tokyo for a weekend.
Japan tax-free for cosmetics in 2026: off at the till until October 31, customs confirmation from November 1
The rules flip on 1 November 2026. Until 31 October, a tax-free shop takes consumption tax off at the register. From 1 November you pay the price including tax, then confirm the export before you fly. The law does not fix how the money comes back: card, bank transfer, an app, or cash at the port — the shop explains that at the till.
You need a passport as a temporary visitor who does not live in Japan. Staff register the purchase. A photo of the passport is not the usual substitute.
Until 31 October 2026
- Cosmetics count as consumables. Minimum ¥5,000 before tax, same store, same day.
- Consumables are capped at ¥500,000 for the trip and go into the special sealed bag.
- Do not open the bag in Japan. Buy within 30 days of departure.
From 1 November 2026
- Pay the tax-inclusive price and show your passport so the shop files the purchase. Minimum is still ¥5,000 before tax per store per day.
- The split between general goods and consumables, the ¥500,000 cap, and the special bag all end. If you use a product in Japan, or you cannot show every item on a receipt, that receipt does not qualify.
- Before baggage check-in, use the tax-free terminal in the departure lobby. A green result means no inspection; a red result means you show the goods at the customs desk. At Narita, Haneda, Kansai, Chubu, Fukuoka, New Chitose, and Naha you can do the same step in Visit Japan Web on the airport Wi-Fi.
- The refund comes from the shop or its operator after that confirmation. If you connect from a domestic flight to an international one, finish the procedure at the airport where you leave Japan. Allow extra time. Purchases must be within 90 days of departure, and you carry the goods out yourself.
The same November change covers electronics, not only cosmetics. Our Asia electronics shopping guide still describes the older checkout deduction for cameras and phones.
Matsumoto Kiyoshi alternatives in Tokyo: Don Quijote, @cosme TOKYO, Sundrug, and Harajuku boutiques
Matsumoto Kiyoshi
The default drugstore: a wide skincare wall and a tax-free counter. Shinjuku Higashiguchi and other tourist floors often price for visitors, so check a branch away from the station if the same bottle looks high.
Don Quijote
The late-night haul for Canmake, Cezanne, and Hada Labo. Kabukicho, MEGA Shibuya, and Ginza are on the map below. It is a discount floor, not a consultation counter.
@cosme TOKYO
Harajuku flagship at 1-14-27 Jingumae, with rankings and testers. Useful for choosing a shade, then buying the same product at a drugstore if the shelf price is lower.
Sundrug, Welcia, and Harajuku boutiques
Sundrug and Welcia in residential blocks are often the quieter price check for the same drugstore lines. Independent shops along Harajuku and Omotesando are for niche skincare and makeup, not the budget shelf.

Tell AlpacaBag you want budget cosmetics shopping — the planner slots Shinjuku, Shibuya, or Harajuku next to cafés so the haul does not eat the day.
What cosmetics to buy in Tokyo
- Drugstore care: Hada Labo, Curél, and Anessa sunscreens — the usual reason the Tokyo shelf beats the price at home.
- Makeup: Canmake and Cezanne at Don Quijote before you move up to Shiseido.
- Counters: Shiseido, SK-II, and SUQQU at Isetan Shinjuku or Ginza when you want a shade match.
From 1 November, an opened jar you used on the trip can knock out the tax refund for that entire receipt. Keep a separate bottle for the days you are still in Japan. Kawaii gifts are a different errand — see the Tokyo souvenir shops.
How not to overpay
- Compare Matsukiyo and Don Quijote on the same SKU before you buy in Shinjuku or Shibuya.
- Use @cosme for testers, then check a Sundrug or Welcia if the flagship price looks high.
- Until 31 October, tax comes off at a tax-free till from ¥5,000 before tax. From 1 November you pay tax and confirm export before check-in.
- Do not open tax-free cosmetics in Japan if you want that receipt refunded.
Book flights and Tokyo hotels early so shopping fits the days, and get travel medical insurance for the trip.
Plan cosmetics shopping into the trip
So the drugstore loop does not take the whole day, build the plan in AlpacaBag: mention budget J-beauty and the route can place Shinjuku or Harajuku next to a meal.

FAQ
Where to buy Japanese cosmetics in Tokyo?
Start at Matsumoto Kiyoshi and Don Quijote in Shinjuku or Shibuya, then use @cosme TOKYO in Harajuku (1-14-27 Jingumae) when you want testers. Ginza department counters are for Shiseido, SK-II, and SUQQU, not the cheapest shelf.
Matsumoto Kiyoshi or Don Quijote?
Matsumoto Kiyoshi is the clearer drugstore for skincare and a tax-free counter. Don Quijote is the late-night stop for mass makeup such as Canmake, Cezanne, and Hada Labo. Compare the same bottle before you fill a basket in a tourist branch.
Is Japanese skincare cheaper in Japan?
Drugstore lines such as Hada Labo, Curél, and Anessa are usually cheaper on a Tokyo shelf than abroad, before tax-free. Tourist-zone Matsukiyo and Don Quijote branches can still mark up, so compare a residential Sundrug or Welcia when you have time.
How does tax-free cosmetics work from November 2026?
From 1 November 2026 you pay the tax-inclusive price and show your passport at the shop. Before you check bags, confirm the purchase at an airport tax-free terminal or via Visit Japan Web. The shop or its operator refunds the tax afterward — the airport does not hand you the money by default. Do not open the products in Japan: a missing item voids that whole receipt.
