What 进藏函 is
The Tibet Travel Permit (入藏函 / 进藏函) is Tibet tourism-bureau approval for foreign passport holders entering the TAR. You show it at Lhasa flight/train check-in and on road controls. It sits on top of China entry status—it is not “a Tibet visa instead of a China visa.”
Agency-only process
Tourists cannot file 进藏函 themselves. A licensed inbound agency locks an itinerary, collects passport/visa scans and obtains the letter. You then travel as an organised tour with a guide (group size can be one, but the tour frame remains). Verify agency licences before any deposit.
China visa and documents
- Usual path: valid China entry (often L) → scans to agency → 进藏函.
- Visa-free/short-trip cases appear in commercial FAQs—confirm with agency and embassy.
- Journalist and some official visas are usually refused for tourist products.
- Names/dates on the permit must match tickets—edits only via the agency.
Timing and money ranges
Bureaus often need several working days; agencies commonly ask you to file about 2–3 weeks before arrival (longer in peak season or for complex routes). Price is almost always inside the tour package (guide, vehicle, hotels) and is not one “official fee for everyone.” We do not quote fixed yuan as a promise—ask for a live quote and read cancellation terms.
Lhasa flights and trains
Without the permit (original/copy per carrier and agency rules) you will not board to Lhasa. Courier to your departure hotel or airport pickup follows the agency plan. Respect altitude acclimatisation; keep connectivity via an eSIM for China. Broader rail context: China high-speed train guide.
Borders and extra passes
Everest, Ngari, Medog and other border zones often need an extra border pass on top of 进藏函—your agency files it. Closure windows (including around March) change year to year: reconfirm dates. Another high-altitude day without a Tibet permit: Changbaishan Tianchi.
Agency first, tickets second
Do not lock a hard Lhasa flight until the agency confirms 进藏函 windows—the wizard helps separate paperwork from travel dates.
FAQ
What is a Tibet Travel Permit?
For foreign passport holders it is 入藏函 / 进藏函 (Tibet Travel Permit)—entry approval for the Tibet Autonomous Region on top of any China visa or visa-free status. Tourists cannot apply DIY; only a licensed Tibet agency can file against a pre-agreed itinerary.
Can I travel independently without a tour?
No. Foreign independent “visa and go” travel inside the TAR does not work: you need an agency tour (even a party of one), a guide, and transport arranged within agency rules. The permit is not a tourist-visa substitute for China.
How long does it take and what does it cost?
Agency guidance often cites several bureau working days plus about 2–3 weeks to assemble the package (longer in peak season). Cost is usually baked into the tour and varies by dates, group size and route—we never promise a fixed price; confirm with the agency and official channels before paying.
How does the China visa interact?
Typical path: obtain China entry first (often L tourist), then send passport and visa scans to the agency. Visa-free/short-trip scenarios appear in commercial FAQs—confirm with the agency and embassy, not a chat rumour. Journalist visas are usually refused for tourist products.
